Donald Lee is the President of Texas Essential Healthcare Partnerships, a non-profit corporation formed in 2018 by community hospitals across Texas that rely upon supplemental payments through Medicaid made possible by Local Provider Participation Funds (LPPF). TEHP educates and advocates for LPPF systems that will draw down more than one billion dollars from the federal government in hospital funding during 2019. Lee is also the President of Association Power (AP), a registered aggregator in the deregulated electric power market in Texas. AP was one of the first aggregators in Texas in 2002 when the Texas market restructured around retail competition. AP is a membership group of private business electric customers that negotiate and operate as one collective group for dealing with electric power suppliers. Sixty-five percent of AP’s original members are still with AP. AP is respected by major suppliers because of the sophisticated and professional approach to procuring power using competitive bidding and transparent, customer focused approach. From 1995 until 2017 Lee served as Executive Director of the Texas Conference of Urban Counties, starting as its first and only employee. By the time he stepped down in 2017 the Urban Counties had grown to more than 70 full time employees and was annually recognized by Capitol Insider newsletter, jointly with the Texas Municipal League, as the leading public sector lobby organization in Texas. Lee worked extensively on numerous public policy issues from transportation, health care, taxation, public safety and county government operations. Prior to his tenure at the Urban Counties Lee served as Legislative Coordinator for Harris County after completing his bachelor’s degree from the University of Houston – Downtown. A lifelong Texan, Lee was born and raised in Houston. He now lives in Austin.
