TechShare recently welcomed Rockwall County as its 18th member into the Common Integrated Justice System (CIJS) program. But first, what is CIJS? It’s a resource for Texas counties currently running on Odyssey, a justice software program developed by Tyler Technologies. With direction from four full-time resources, the program offers training, support, knowledge sharing, process improvement, and a number of other benefits to the participating counties when it comes to their Odyssey package.
The goal is simple: to share the cost of resources across counties to get the most out of the software.
While this is exciting for the CIJS team, it this isn’t the first time Rockwall County’s partnered with TechShare for its technology needs. The county was an active participant in the early stages of the Juvenile Information System (JIS) in 2004.
Within the last few years, however, the county determined it was time for a new justice system solution; a larger, more robust, and fully integrated solution to manage business in the courts. After much consideration and an attempt at brief attempt to build their own, Rockwall issued an RFP for an integrated justice system. With a strong governance process put in place by the former county judge, Rockwall County carefully weighed its options and chose to go with Odyssey. In December 2014, the county signed a contract to implement the system through TechShare’s CIJS program.

While Go-Live is tentatively scheduled 12-15 months from now, a detailed implementation plan is still in the works.
