Krystin Holmes

Dr. Krystin Holmes, PhD, LPC-S, LMFT-S, NCC, is the program manager of the Jail-Based Competency Restoration Program (JBCR) and Competency Restoration Assessment Unit at the Harris County Jail. With a career spanning various mental health settings, she initially worked with the adult mental health population at a local mental health authority before transitioning to lead therapist roles in inpatient acute care, particularly with child and adolescent units. Holmes’s expertise extends to community mental health, where she has served the juvenile forensic population and their families. Holmes earned her Master of Arts degree in Marriage and Family Therapy from Sam Houston State University in 2013 and obtained her Ph.D. in Counselor Education in 2021. She holds dual licenses as a Licensed Professional Counselor Supervisor (LPC-S) and Licensed Marriage and Family Therapist Supervisor (LMFT-S) in Texas, complemented by national certification as a National Certified Counselor.
